Why Virtual Learning? And Why Now?
The impact of online and blended learning in primary and secondary grades is substantial. According to a report published in 2011 by iNacol, Online and Blended Learning: A Survey of Policy and Practice of K–12 Schools Around the World, online learning has the potential to change the educational experience of every student in any country.

Previously, learning standards were individually established by each of the 50 states. With the advent of the Common Core State Standards, 45 states and the District of Columbia have adopted what students must know and be able to do in English Language Arts and Mathematics in Kindergarten through Grade 12. This critical step means that content and instructional resources can now be shared between districts, states, and regions across the United States. This is particularly important to smaller districts, rural districts, or districts with chronically underperforming schools.
Secondly, programming resources at the district and state level have been largely dedicated to data gathering and reporting. Funding formulas for state virtual schools have varied considerably from state to state, resulting in uneven development of state virtual schools. Julie Gjertsen is a graduate of the Georgia Institute of Technology holding a Bachelor of Science degree in economics. Julie was awarded a Master of Arts degree in computing in education from Teachers College Columbia University. Julie is certified in the state of Florida as a professional educator and has experience teaching mathematics, science, English language arts, and technology for business education. Her research interests include the impact of high-quality blended and online instruction on student achievement and personalized learning.
